What is Caribbean FutureScape?
Caribbean FutureScape is a confederation of 5 Caribbean countries whose governments have collaborated and cooperated to use information and communication technologies (ICT) to accelerate the social and economic development of their countries.
In Caribbean FutureScape, national boundaries have been erased through the effective application of ICT. Citizens of the 5 countries are able to move freely from country to country with their capital and goods. A citizen in FutureScape can establish a business and provide services in any country and all Government services are common across FutureScape and accessible globally by the Diaspora.
What is Caribbean FutureScape experience?
Citizens in FutureScape will experience cutting-edge ICT in real life situations and thereby understand the game-changing transformation Caribbean life would undergo when technology is properly applied. Different ICT-enabled services and activities will be experienced in the 5 countries of FutureScape.
FutureScape provides a real-time ICT immersion experience that demonstrates the speed, efficiency, transparency, resilience, facility and simplicity of life in a fully integrated, digital Caribbean.
FutureScape is the first of its kind in the Caribbean.
What are the Caribbean FutureScape’s underlying context and assumptions?
Caribbean FutureScape could not be established without the collaboration and cooperation of the participating Governments. With leadership and commitment to a very complex process they created an enabling environment of harmonised policies, legislation and regulations which effectively erased the geo-political borders. This has resulted in ubiquituous and standardized and fully inter-operable services at the same price across FutureScape.
Who are the Stakeholders and what are their roles in building FutureScape?
The architects and their respective roles in Caribbean FutureScape are as follows:
- Secretariat of the Caribbean Telecommunications Union is providing the high-level coordination oversight of the work and logistical support for the development of Caribbea FutureScape.
- Technology partners are working collaboratively to develop a cohesive technological eco-system, that will provide citizens in Futurescape, a seamless experience in a digital Caribbean.
Objectives
- To demonstrate the transformative potential of ICT in a futuristic Caribbean Single ICT Space.
- To demonstrate the the possibilities for free movement of people, goods, services and capital, and rights of establishment in a Single Market and Economy
- To comprehensively demonstrate the benefits of collaboration by Caribbean governments in establishing the Single ICT Space.
- To prove that competing ICT services providers can be mobilised to collaborate to build the ICT Space.
- To encourage Caribbean Prime Ministers to commit to 21st Century Government and national and regional digital transformation.
Methodology
Create a compelling, real-time technology immersion experience that demonstrates the speed, efficiency, transparency, resilience, facility and simplicity of life in a fully integrated digital Caribbean. The FutureScape format therefore is interactive in order to fully engage participants and, in this way, foster new thinking and the decisive action needed to create a Single ICT Space.

- Recognition of the need for multi-stakeholder collaboration for the establishment of Caribbean Single Market and Economy served by digital technologies in a Single ICT Space

Desired Outcome
- Participants would recognise the imperative for collaboration and commit to the FutureScape model.
- The FutureScape collaboration model would be replicated in Caribbean Countries to accelerate the establishment of the Single ICT Space and create the digital layer for the Caribbean Single Market and Economy.
Underlying Context and Assumptions
- Caribbean Governments have collaborated to build FutureScape;
- FutureScape has an enabling environment of harmonised policies, legislation and regulations; and
- All national systems are standardised and fully interoperable, regionally, within FutureScape.
FutureScape Experience
Your application for on-line citizenship is the key that will unlock the benefits of FutureScape and your life within its boundaries.
On application, a notification will be sent to confirm your citizenship and requiring you to indicate whether you would be visiting FutureScape:

- In person. At the FutureScape entry portal you would be required to apply for a digital Passport.
- Virtually. Special times will be allocated for your virtual experience.
- At a later date.
On your entry to FutureScape, you will be issued a Digital passport bearing a unique digital ID (DID) that will enable you to experience life to the fullest in FutureScape. Citizens in FutureScape will have access to government, private sector and civil society services.
As you move through FutureScape, you will be required to observe the laws and respond to alerts provided. Crimes are to be reported and will be prosecuted.

Technology partners will work collaboratively to develop a cohesive technological eco-system, comprising the digital life scenarios, that will provide a seamless experience for citizens in Futurescape.
Caribbean Governments must collaborate and work together to create an enabling environment for a fully integrated, digital FutureScape.
